SIOC packaging sits inside Amazon’s current seller program, Ships in Product Packaging (SIPP), which folded the older Frustration-Free Packaging and SIOC labels into one framework in late 2023.

There’s also a fresh reason to care in 2026. New packaging fees took effect for small and large bulky products in the US on January 15, 2026, and for oversize products in the EU on February 1, 2026. The fees apply to items not enrolled in Ships in Product Packaging that require additional packaging. That single change turned SIOC from a nice-to-have into a margin decision for a lot of catalogues.

This guide covers what SIOC packaging is, what qualifies, how testing and certification actually work, and how any ecommerce brand can adopt the model even without shipping through Amazon.

What is SIOC packaging?

SIOC stands for “ships in own container.” It’s a form of product packaging in which an ordered product ships to the customer in its original packaging, without additional packaging such as an overbox.

The program framing has changed, so here’s the current structure:

SIPP is Amazon’s seller-side umbrella program, and FFP and SIOC live on inside it as tiers.

Tier 1 (FFP) meets every SIOC standard and adds recyclability and customer-experience requirements on top.

Tier 2 (SIOC) is a sellable unit that can ship safely in its own manufacturer’s package, without extra Amazon prep or an overbox.

The old Prep-Free Packaging tier has been retired on the seller side, though Amazon’s vendor and 1P documentation still references SIOC, FFP, and PFP terminology.

Here’s a quick reference for the acronyms that trip people up:

The governing principle behind every tier is simple. The product’s own packaging has to be durable enough to survive parcel delivery unprotected, taking the drops, vibration, and compression of transit without a second box.

That single standard drives the eligibility rules and the lab testing covered later. It’s also why not every product is a fit. For the current specifications, Amazon’s SIPP guidelines in Seller Central are the source of record.

Why online shops prefer SIOC packaging

Amazon’s scale drove the rise of the SIOC model, but ecommerce operators adopt it on their own terms, whether or not they sell through Amazon.

The appeal comes down to three things: waste reduction, lower costs, and a cleaner customer experience.

Each one stands on its own, and together they explain why SIOC packaging keeps spreading across direct-to-consumer brands.

1. Waste reduction

SIOC packaging cuts excess materials out of every shipment. That makes it more sustainable than most conventional models, especially at the volume Amazon and large DTC brands move each day.

As ecommerce keeps growing, that reduction adds up fast. Fewer boxes and less void fill mean less material produced, shipped, and eventually thrown away.

Material choice is part of the design work, not an afterthought. Building the primary package from curbside-recyclable materials keeps the whole shipment out of the landfill. It also sets up eligibility for the higher FFP tier, which requires recyclable construction.

2. Lower costs

Complying with SIOC requirements means products ship with less dunnage and fewer materials. Brands stop paying for air pillows, kraft paper, and the outer box on qualifying orders.

The bigger lever is dimensional weight: Removing the overbox shrinks a parcel’s cubic dimensions. That lowers its DIM weight and the billable rate couriers charge, so the savings run well past the cost of cardboard. Fulfilment labour drops too: no void-fill step, fewer touchpoints, and a simpler pack-station workflow.

Weigh the offsetting costs honestly before you switch. Redesigning packaging, paying for ISTA testing, and accepting a lower damage tolerance are all real line items, so judge SIOC with a per-SKU ROI comparison, not a blanket promise of huge savings.

Some SIOC-qualified products still need additional material for specific reasons, which is a business call rather than a rule.

3. Better customer experiences

The primary goal of SIOC is delivering packages in the best condition possible with the contents undamaged.

Testing and design standards help ensure damage-free delivery without extra packaging. They also simplify the unboxing experience by removing layers the customer has to dig through.

SIOC can also strengthen your brand. When the Amazon-branded box disappears and your own packaging shows up at the door, that’s a stronger first impression and a step toward repeat purchases.

As an ecommerce fulfilment expert and supply chain enablement platform, ShipBob built its Customisation Suite for exactly this balance. It handles branded boxes, mailers, tissue, on-demand marketing inserts, and printed gift notes inside the fulfilment centre, so efficient packaging doesn’t cost you presentation.

Fast-growing brands such as Our Place and Bloom use it to keep a premium, on-brand unboxing moment as they scale.

“ShipBob not only integrates our custom packaging into their processes but also incorporates it into their boxing algorithm. That’s a floor for eligibility though, not an eligibility guarantee.

Certification pressure comes from the other direction. It applies to larger, heavier, non-sortable items and anything that would otherwise need additional packaging at the fulfilment centre. Non-sortable ASINs are those with package dimensions greater than 18″ x 14″ x 8″ or weighing more than 20 lbs.

One legacy claim worth retiring: the idea that any item over $400 automatically requires an overbox. APASS stands for Amazon Packaging Support and Supplier, a roster of approved third-party labs that perform the certification testing. An APASS lab performs the test, not Amazon itself.

The packaging certification standard for SIPP is the same as the old SIOC standard, and the rename didn’t loosen the engineering bar. The lab test is still called ISTA 6-Amazon (SIOC), which is why SIOC terminology persists under the SIPP umbrella.

What the test evaluates

The test evaluates the package against the durability principle through a sequence of drop, compression, and vibration or impact checks that simulate parcel handling. Small and large bulky products that aren’t enrolled in SIPP incur additional packaging fees from $1.51 to $4.04, depending on weight. Only about 12% of Amazon shipments globally use SIPP, so the vast majority of eligible brands are leaving margin behind. Overlapping codes cause scan conflicts at the fulfilment centre, so design labelling space into the package instead of fighting over it later.

How much could your business save with SIOC packaging?

The honest answer is that savings vary by SKU, so it helps to break them into levers rather than promise a generalized percentage. Many brands overspend on packaging by shipping prepackaged products inside corrugated boxes or poly mailers that add nothing but cost.

Here’s where the money moves when you switch a qualifying SKU to SIOC:

Materials: the outer box and void fill are eliminated

Dimensional weight: a smaller cube lowers the billable parcel rate

Pack labour: fewer touchpoints and no void-fill step

Procurement: less shipping-supply inventory to store and reorder

Amazon fees: avoided packaging service fees on bulky, non-SIPP units

Fragile items like jewelry, cosmetics, and glassware still need protective material for safe delivery. Amazon FBA enforces SIPP through fees and chargebacks. FBM and pure DTC leave the standard to you. Marketplaces like Walmart Marketplace and retail dropship programs carry their own packaging and labelling rules.

You’ll also want to think about returns. When the product box is also the shipping box, you have to decide whether that box can survive a round trip or whether customers need separate return packaging. For fragile or premium items, a return-specific solution usually protects both the product and the resale value.

Scaling SIOC across outsourced, in-house, and global fulfilment

The moment a brand ships from more than one location, packaging logic drifts. That produces uneven damage rates, an inconsistent customer experience, and unpredictable cost per order.

Holding the rule steady across every node is the real challenge, and it plays out differently across three fulfilment models.

Outsourced fulfilment

Across outsourced fulfilment, SKU-level packaging rules are enforced at every fulfilment centre in the network. That answers how to handle an order where one item is SIOC-eligible and another isn’t.

Close the loop with measurement. Track damage rate, return rate, and cost per order segmented by SIOC status and by fulfilment location. That data validates your eligibility calls and shows which SKUs to promote into SIOC or pull back out over time.

Decide if SIOC packaging is right for your business

SIOC packaging still comes down to a few clear decisions: which SKUs qualify, which testing path applies, and how the rule stays consistent as you add fulfilment locations.

Amazon simplified the on-ramp by folding the old programs into SIPP, where SIOC now lives as Tier 2, but the model belongs to any brand that wants less waste and lower cost.

Certification is your job; enforcing it order after order is where a fulfilment partner earns its keep.
